Phyllis Wang, President
Phyllis joined HCP as President in 1987 following many years in the home care industry where she acquired broad experience in home care operations. She is recognized as one of the leading experts on home care in New York State at both the State and Federal levels. Phyllis serves as President of the various affiliate organizations of HCP including Community Health Care Services Foundation (CHC), Health Care Providers Self Insurance Trust (HCPSIT) and HCP Resources. She serves on the Board of Directors of the Group Self-Insurance Association of New York, the Board of the Hudson Mohawk Area Health Education Center, the Advisory Board of the NYS Area Health Education Center and the Board of the Jewish Federation of NENY as well as its Finance Committee. Phyllis has served on the Board and committees of the American Association for Homecare and participates in the National Association for Home Care and Hospice’s Forum of State Associations and the Council of State Home Care Associations.
Phyllis holds a bachelor’s degree from Hofstra University, a master’s from the State University of New York at Stony Brook and has completed doctoral and other graduate coursework at both Hofstra University and State University at Stony Brook.

Christine Johnston, Executive Vice President
Christy was appointed Executive Vice President for HCP in 2004, having previously been Vice President for Public Policy. She is involved in all aspects of HCP/CHC and affiliates and has a strong background in public policy and strategy development. She is an expert on both State and Federal issues affecting the home care industry in New York State.
In 2000, Christy served as Health Policy Advisor in the Public Policy Group of the Washingston, DC law firm of Patton Boggs LLP, where she provided advice to clients on a broad range of health care policy and financing issues. Prior to joining Patton Boggs, Christy acted as Vice President of Government Affairs for HCP. Before coming to HCP in 1994, she worked as a Senate Fellow for the late State Senator Michael J. Tully, Jr. on a variety of health care legislation. A graduate of Emory University, she holds a master’s in public health from the University of Michigan.

Claudia Powers, Senior Vice President of Marketing, Sales & Communications
Claudia is responsible for developing integrated marketing and sales strategies and programs for the Association and its affiliates. She has over 30 years of marketing, advertising and public relations experience in financial services, high technology and not-for-profit organizations. Claudia has led teams for global and regional organizations including Visa, McDonald's, Cambridge Technology Partners, MapInfo Corporation, Key Bank, Grand Union, and Freihofer’s Baking Company, among others. Her work in advertising and marketing campaigns, collateral materials, and magazines has received numerous state and national awards She has a proven track record developing successful marketing and public relations strategies and tactics that drive bottom line growth. Claudia holds a Bachelor of Arts degree from Skidmore College.

Jill Counihan, Director of Human Resources & Administrative Affairs
Jill serves as Director of Human Resources & Administrative Affairs for HCP and has been with the organization since 1991. She manages HCP's human resources as well as organizational business administration and office space/tenant management. Jill also serves as the liaison to the HCP and CHC Boards of Directors and the HCP Self-Insurance Trust Board of Trustees, and numerous other organization program boards and committees. She holds a bachelor’s degree from the College of St. Rose.

Kathleen Marcais, R.N., B.S., is Senior Director, Educational Strategy and Grant Development.
Kathy is responsible for providing direction and guidance for CHC’s educational programs and overseeing the administration of grant-funded projects, strategic planning for grants development and pursuing grant-funding opportunities.
During her 40 year nursing career, Kathy has worked in pediatrics and geriatrics and has taught in schools of nursing and hospitals. For the past 13 years Kathy was Director of Staff Education at a certified home health agency and was responsible for the development, implementation and coordination of in-services, orientation, grants, and new program initiatives. She was also Director of Corporate Compliance. Kathy received her Registered Professional Nursing Diploma from St. Mary’s Hospital School of Nursing in Amsterdam, NY. and a B.S. in nursing from SUNY Institute of Technology at Utica/Rome.
