The HCP Political Action Committee is a tool that supports the advocacy efforts of HCP by supporting persons and organizations that are of key importance to the home care industry. It allows home care providers and supporters to pool funds to help ensure that home care has a viable presence in New York State.
The HCP PAC was the first political action committee in New York State dedicated solely to home care and its interests. For over 30 years, the HCP PAC has worked to develop a strong presence within the Albany political scene to ensure HCP members and the home care industry remain a significant political player.
The challenges facing home care in New York State today are many and widespread. The health care delivery system is undergoing major reforms - including LHCSA/MLTC contracting limits, the LHCSA moratorium, the ongoing transition to managed care, implementation of the Delivery System Reform Incentive Payment (DSRIP) program and the shift to value based payment (VBP) models - and providers are struggling to adapt. Providers are also struggling to maintain a stable workforce in the face of mounting labor challenges, such as an increase to the statewide minimum wage and recruiting and retention difficulties. Furthermore, reimbursements to home care providers remain inadequate while unfunded mandates and regulations continue to be imposed upon the industry, making it difficult to provide high quality care to consumers and maintain continuity of care.
