Overview of MLTC Plan Market Share and LHCSA Contract Availability Projection
On March 31, 2018, the New York State Legislature passed the State Fiscal Year (SFY) 2018-19 State Budget. The Budget limits the number of licensed home care services agencies (LHCSAs) a managed long term care (MLTC) plan can contract with, which will be calculated using the total number of members/enrollees that each MLTC plan serves.
HCP has compiled information in the Overview of MLTC Plan Market Share and LHCSA Contract Availability Projection, which contains information on the current MLTC landscape as of March 2018 and the number of contracts each plan would have in both the Upstate and Downstate regions. This information can be useful to HCP members for business planning and marketing efforts. Members can see the capacity of the plans that they currently have contracts with, which plans have the most capacity in each region, and what the LHCSA limits would be for each plan. Members can then determine where to focus their efforts in maintaining or securing contracts with plans.
HCP is seeking further information related to the timeline and implementation of this measure from the New York State Department of Health. HCP will provide as much information as possible as more is learned, including any new information that becomes available.
