HHA/PCA Training Program Closures: What Agencies Need to Know

Several New York State-approved HHA/PCA training programs have been closed. A program’s closure does not invalidate certificates that were legitimately issued before the program’s closure date.

Certificates dated prior to the listed closure date remain valid.

Certificates dated after the program’s closure date are not valid.

Agencies should verify the status of the training program and confirm that the certificate issue date falls within the period when the program was approved to operate. Because program status can change, DOH maintains a live list of approved and closed training programs that agencies can use when verifying credentials.

As a best practice, agencies should also print and retain both the pre-hire and post-hire Home Care Registry (HCR) verification in the employee’s personnel file. Maintaining these records provides documentation that the agency completed the appropriate HCR checks as part of its hiring and employment verification process.
