LIRR Strike Creates Transportation Disruptions for Home Care Workforce

The Long Island Rail Road (LIRR) has suspended service due to an ongoing strike, creating transportation challenges that may affect home care agencies and staff across the New York City region. MTA officials have indicated that negotiations with union representatives are continuing; however, transportation disruptions and significant travel delays are expected while service remains suspended.

For Licensed Home Care Services Agencies (LHCSAs), this event highlights the importance of activating transportation and continuity planning measures to minimize disruptions in patient care and workforce operations. Home care workers who rely on commuter rail service may face difficulty reaching patients, and agencies should anticipate increased travel times across all modes of transportation due to congestion and capacity limitations.

  • Review the transportation annex of your Comprehensive Emergency Management Plan (CEMP) and assess agency readiness for workforce disruptions.
  • Communicate proactively with staff regarding transportation challenges, alternate travel options, schedule changes, and reporting expectations.

Transportation Alternatives Currently Available

The MTA has established limited weekday shuttle service for essential workers and individuals unable to telecommute. Shuttle buses will operate during peak commuting periods and connect select Long Island locations to subway access points in Queens. Additional transportation support is also being provided through Nassau Inter-County Express (NICE) Bus service on select routes.

Agencies should note that transit officials have emphasized that no direct replacement exists for LIRR service, and heavy roadway congestion and crowding on alternate transit options are expected. Staff using alternate transportation should allow additional travel time.
