It’s ineffective to show up with a long list of demands- like we sometimes must do during the state budget or legislative session. A more effective strategy is to build strong, long-term relationships with legislators based on effective, regular communication. We do our part here in Albany, and it’s time to bring home care HOME- to legislators’ district offices. That’s where our members come in. No one is a better local expert in your business than YOU.
Invest $500 million from the Managed Care Organization (MCO) tax to stabilize personal care services statewide and ensure Medicaid dollars function as intended.
Fully Reimburse the Cost of Care: $285M
- Fully fund state-mandated wage increases, including fringe benefits.
- Reimburse administrative and general operating costs essential to compliance and service delivery.
Repeal the LHCSA Request for Offers (RFO): $25M
- Repeal an unnecessary and destabilizing statutory authority that threatens access to care without improving quality or cost efficiency.
Support Integrated Care Through Medicaid Advantage Plus: $190M
- Provide incentive payments to support transitions into Medicaid Advantage Plus (MAP), improving care coordination for dually eligible individuals.
Reinvest CDPAP savings into home and community-based services to stabilize access following increased demand for agency-based care.
- Following implementation of the CDPAP RFO, utilization of agency-based home care has increased significantly. Agencies are now serving the majority of personal care cases. Reinvesting those savings would stabilize reimbursement and protect access at a critical moment.
Reject the proposed 15% administrative rate cap in Medicaid Fee for Service.
- Without a clear definition of what constitutes administrative and general costs within reimbursement rates, imposing a fixed cap is premature and risks further constraining provider capacity
